The Temescal Valley MAC holds a yearly town hall meeting - The Temescal Valley MAC organizes Municipal Advisory Council meetings to keep the community advised of issues and concerns and to provide a dialogue between members of the community and county staff representing various agencies. Please note that MAC meetings are held Monthly on Second Wednesday at 6:30 P.M. (Dark in December). Temescal Valley Fiscal Analysis and Feasibility Study
In June 2024, Supervisor Spiegel brought forward a request to this body seeking support to allocate funding from the Temescal Valley Community Fund to fund a feasibility study. This study explored the potential viability of Temescal Valley becoming an independent municipality.
With the MAC’s support, our office engaged Webb Municipal Finance, a Municipal Advisory and Special Tax Consulting Firm, to conduct this study. Over several months, their team carefully analyzed financial, demographic, and governance-related data to assess whether incorporation could be feasible and sustainable for Temescal Valley.
As part of this effort, a Fiscal Analysis was conducted to provide a high-level overview of the estimated revenues and service costs associated with Temescal Valley. To help inform this analysis, our office conducted a Community Needs Assessment Survey designed to gather input directly from residents on the area’s infrastructure and service priorities. The survey received 447 responses from residents within the unincorporated area, reflecting a meaningful level of community engagement.
One of the key takeaways from the survey was a strong indication from residents that there is a need for increased investment in public safety services, including law enforcement and fire protection. These identified priorities were factored into the feasibility study, and the Webb team incorporated cost projections for maintaining enhanced service levels if Temescal Valley were to become an independent municipality. The study also examines the amount of revenue required to sustain those services.
This analysis is meant to inform and guide community discussion and provide a data-driven foundation for future considerations regarding Temescal Valley's local governance. Pursuing cityhood is an involved and complex process with various steps, including an application to LAFCO, detailed fiscal and service studies, and, ultimately, a vote of the people in that community. The Temescal Valley Fiscal Analysis and Community Needs Assessment is meant to provide an initial high-level fiscal review that can serve as a baseline for future work, should the community be interested in pursuing that further.
