Director of Communications / Legislative Assistant

As Director of Communications and Legislative Assistant for Riverside County’s Second District Supervisor Karen Spiegel, Elysse oversees the District’s communications strategy and legislative support functions. She directs media relations and public communications, develops messaging that advances the Supervisor’s priorities and policy initiatives, and ensures clear, consistent engagement with residents through digital platforms, newsletters, and other District communications. In her legislative capacity, she supports policy analysis, constituent services, and community outreach, serves as the City of Norco's field representative, and oversees the District’s work related to Health and Human Services, First 5 Riverside County, and Veterans’ Services.

Elysse brings more than a decade of experience in public relations, communications, and marketing, with a professional background spanning both the public and private sectors. Her expertise includes strategic communications planning, social media and digital presence management, and brand and message development across a wide range of organizations.

Her expertise is further informed by her service in the U.S. Army, including a deployment to Afghanistan in support of Operation Enduring Freedom. She holds a master’s degree in communications with a concentration in public relations from Southern New Hampshire University, a bachelor’s degree in public relations from California State University, Long Beach, and an associate degree in journalism from Mt. San Antonio College.
