As Director of Communications and Legislative Assistant for Riverside County’s Second District Supervisor Karen Spiegel, Elysse leads and directs the District's media and communications functions while supporting legislative initiatives. She crafts messaging to advance the Supervisor’s priorities, policies, and initiatives, ensuring effective communication with the public through various media channels, including social media platforms, the District website, newsletters, and other communication materials. In her legislative role, she assists in policy research, constituent services, and community outreach. Additionally, Elysse oversees the City of Norco and the departments of First 5 Riverside County, RUHS Behavioral Health, Public Guardian, RivCoTV, RCIT, and Veteran’s Services.

Elysse is a public relations, communications, and marketing professional with over a decade of experience driving impactful marketing strategies, social media management, and web presence optimization for a diverse portfolio of clients, previously in the private sector.

Her expertise is further enriched by her distinguished service in the U.S. Army, where she completed a deployment in Afghanistan as part of Operation Enduring Freedom. She holds a bachelor’s degree in public relations from California State University, Long Beach, and a master’s degree in communications with a concentration in public relations from Southern New Hampshire University.
